A consultation on the submission draft of the Newport and Quendon & Rickling Neighbourhood Plan runs until 5 pm on Tuesday, 29 October 2019.

The submission documents are subject to a six-week consultation period before they can be submitted for examination. The deadline for comments is 5 pm on Tuesday, 29 October 2019.

The Newport and Quendon & Rickling Neighbourhood Plan is being compiled by local residents and the two parish councils of Newport and Quendon & Rickling. It establishes a vision for the evolution and long-term sustainability of the two parishes. The plan sets out a vision for the future of the parish and planning policies which will be used to determine planning applications locally.

The parishes of Newport and Quendon & Rickling are located in the middle of the Uttlesford District and are home to some 2,900 people. It is a uniquely situated area with a wide range of historic and modern buildings including the many listed buildings on the High Street and at Bridge End in Newport together with the Grade II* listed Church of St. Simon & St. Jude and the important open space of the cricket ground in Quendon & Rickling.

The Parishes of Newport and Quendon & Rickling were designated as the Newport and Quendon & Rickling Neighbourhood Plan Area by Uttlesford District Council on 16 February 2017.
 

Strategic Environmental Assessment (SEA) Screening Determination

Strategic Environmental Assessment (SEA) Screening Determination Statement (under Regulation 9 and 11 of the Environmental Assessment of Plans and Programmes 2004)

Uttlesford District Council has determined that the Newport and Quendon & Rickling Neighbourhood Plan is not likely to have significant environmental effects and accordingly an environmental assessment is not required in respect of the Newport and Quendon & Rickling Neighbourhood Plan.

Submission Public Consultation (Regulation 16)

Notice is hereby given that Newport and Quendon & Rickling Parish Councils have submitted to Uttlesford District Council their Plan Proposal under Part 5 of the Neighbourhood Planning (General) Regulations 2012.

Newport and Quendon & Rickling Parish Councils have submitted their Neighbourhood Plan to Uttlesford District Council  Uttlesford District Council has Icon for pdf confirmed [90.07KB] that the Neighbourhood Plan complies with all the relevant statutory requirements.  This triggers a six week formal consultation period prior to the plan being examined by an independent examiner. 

The six week formal consultation period will run from Tuesday 17 September 2019 and close on Tuesday 29 October 2019 at 5pm.

The closing date for representations to be made is 5pm on Tuesday 29 October 2019.

The Plan will be examined by an independent examiner who will take the representations into account. 

Normally the independent examination will be conducted by written representations. However, if it is considered necessary, the examiner may invite interested parties to a public hearing to present their comments. This might be necessary to examine an issue in more depth or to ensure fairness.

The independent examiner will only consider whether the proposed Neighbourhood Plan meets the basic conditions set out by law. The examiner will be considering whether the plan:

  • has appropriate regard to national policy
  • contributes to the achievement of sustainable development
  • it is in general conformity with the strategic policies in the development plan for the local area
  • is compatible with human rights requirements
  • is compatible with EU obligations

Following the examination, the examiner will issue a report. If the plan meets the basic conditions the examiner will recommend the plan proceed to referendum stage, or may suggest further modifications are needed. The examiner may conclude that the plan does not meet the basic conditions and therefore would recommend it does not go to referendum.
